FAQ

Once I submit my application, how long does it take for processing?

The process takes approximately 4 weeks. You will receive status updates as your application is being processed.

Is there any way to expedite the process?

Not at this time. All applications are processed on a first come first serve basis.

Can I submit my application over the phone?

No, you must submit your application online.

Can a third party pay my college credit fee?

Yes, simply enter the payee information during checkout.

Can I cancel my application?

Yes, BUT you must cancel within 1 business day and pay a $50.00 cancellation fee. Cancellation request beyond 1 business day will not be granted.

Can I cancel my application online?

No, you must call the FEMA Independent Study Program College Credit Administrator at 301-447-1200.

Can I get a refund if my college does not accept FCC transfer credits?

There are no refunds given on college credits that have been awarded by Frederick Community College (FCC).  All applicants are responsible for verifying acceptance of FCC credits by his or her receiving institution.  The student is also responsible for applying for FCC credit early enough to meet any deadlines imposed by their institution. 

Can I get a refund for my college credit fee after my application has already been processed?

No, The only time a refund will be granted is if it is found that a credit has already been purchased through Frederick Community College.

How safe is my personal information?

All information is secured using the latest electronic data encryption standards.

Why do you need my personal information, particularly FEMA SID number, date of birth and gender?

Your FEMA SID number is required because the Independent Study Program (ISP) tracks your training record with that number and will need to verify your course completions in their database.  Frederick Community College (FCC) also requires your date of birth and gender as a part of necessary information required for granting you college credit through their institution.

How can I update my account information?

Simply log in and go to "My Account" and click on "Change my Details" to make the necessary changes.

I have forgotten my password. How can I retreive it?

Enter your User Name and click the "Forgot Password" link on the log in page of the website.

Can I pay for my credit fee with a money order?

Yes, select "Money Order" as your payment method during checkout.  Once we verify your course completions we will notify you via email with instructions for submitting your money order. Please allow up to 5 business days to receive your payment instructions. Please add emstudy@jacobs.com to your safe senders list to ensure the email is delivered to you.  Once you receive your payment amount, you will have 10 business days for us to receive the money order before we cancel your order.

The course that I completed is not listed as a course that is available for college credit. What does that mean?

Not all of the FEMA Independent Study courses are awarded college credit. Only the credits listed in the "Course Info" section of the website are available for credit.

I took a course that was available for college credit when I completed it, but it has since been removed from the list of available credits. Can I still receive college credit?

No, the credit had to be obtained while it was available. If the credit is no longer available and you have not obtained it, then it is no longer available for you to receive.

I've received an error message stating that my credit card is invalid. What should I do?

If you see an error message stating that your credit card is invalid, this has most likely happened for one of the following reasons:
1. You have incorrectly entered your credit card number.
2. You have incorrectly entered your CVV code.
3. You have incorrectly entered your expiration date.
4. You have used a cancelled credit card to place your order.
5. Your card is restricted to point-of-sale transactions only (sales where your card is physically scanned).
Please double-check your credit card and/or with your bank to ensure that none of these problems have occurred. If you realize that you've made a mistake, simply return to the payment option page and enter in the correct information. Continue checking out as normal. If you're still encountering problems, please contact us. However, at NO point should you ever e-mail us your full credit card number. Your e-mail does not have the same security features in place as the website. If you wish to reference a specific credit card that you already have on file with us, please reference by the order number. If you believe that your card was declined due to insufficient funds, but now have those funds available, you may submit a new application. If you believe that your card is restricted to point-of-sale transactions, you must either contact your bank about removing such restrictions, use a different credit card, or pay with a money order.

If I already obtained college credit for IS-120 (FEM 103) can I get another credit if I complete IS-120.a and IS-130 (FEM 103)?

No. IS-120 (FEM 103) is the same credit as the IS-120.a/IS-130 (FEM 103) combination credit and it can only be obtained once.

I completed several different versions of the IS-100 and IS-200 courses. Can I get more than one college credit for that combination?

No. The course requirements for FEM 150 are IS-100.b and IS-200.b. No other versions will be accepted.

How can I obtain an Official Transcript of my college credits?

To obtain a copy of your Frederick Community College (FCC) transcript for credits that have already been purchased, you will need to submit the proper form directly to FCC.  You may go to http://www.frederick.edu/current-students/transcript-services.aspx .  Go to option 3 Are you a FEMA student?? and click here.  Print, fill out, and sign the form.  Submit the form to FCC via the information at the top of the form.

How can I get a list of the Independent Study Program courses that I have already completed?

You can call the FEMA Independent Study Program at 301-447-1200 (Monday through Friday, 8:00 am to 6:00 pm, Eastern Time, excluding federal holidays) and request a transcript or visit the website at http://training.fema.gov/IS, click on Transcript Request at the bottom of the page, and submit the form as directed.

What is the difference between the EMI Independent Study Program transcript and the Frederick Community College transcript?

The EMI Independent Study transcript reflects your IS course completion(s) and CEU (Continuing Education Unit) amounts. The FCC transcript details the college credit(s) you have obtained.

I never received my Frederick Community College transcript. How do I get it?

You can contact FCC directly at emergmgt@frederick.edu, or by phone at 301-624-2854, or visit their website at http://www.frederick.edu/current-students/transcript-services.aspx and request a transcript.

I obtained college credit through your program before. Why don't they show up in my order history?

Only credits that were obtained through this online website will reflect in your order history. All previous credits purchased prior to the online application process is maintained by the FEMA Independent Study Program and Frederick Community College.

Are C.E.U.'s the same as college credit?

No. You should not compare college credit amounts to CEU (Continuing Education Unit) amounts. CEU's are determined by IACET. College credit amounts are determined by Frederick Community College.

Can I earn a degree through this program?

The FEMA Independent Study Program offers college credits, but not a degree; however, some of our credits are utilized within Frederick Community College's (FCC) Associates of Applied Science (A.A.S.) Degree, Emergency Management Certificate, and numerous specialization Letters of Recognition (LOR). As a nationally recognized institution with American Public University (APU), FCC degrees are transferrable to several prestigious four year colleges so that you can further your studies in Emergency Management. What level of credit are the college credits offered through your program?

Lower-division 100 level credits.

Jacobs Technology Inc., or our partner, Frederick Community College (FCC), will use the information you provide to verify your Emergency Management Institute Independent Study course completions, issue you college credit per your application, enroll you as a student at FCC and send your college credit transcript to you and the institutions you specify in your application and to notify you of the progress of your application. Occasionally, you may receive an email from Jacobs Technology or FCC with information on new courses that may be of interest to you.

I am receiving an Error Code 2 when I pay for my credit fee. What does that mean?

Your card issuing bank did not approve the transaction. This could be because you have a "per day limit" on your account, insufficient funds, frozen account status, incorrect expiration date, etc. Unfortunately the card issuing bank does not provide additional details regarding the reason for the decline. We suggest that you contact the card issuing bank for more information.

I am receiving an Error Code 11 when I pay for my credit fee. What does that mean?

A transaction with an identical amount and credit card information was submitted, which means that you tried to charge the same transaction twice. We suggest that you contact the card issuing bank for more information.

How do I determine what college credits I am eligible to receive?

Obtain a list of your Independent Study course completions. (See “How can I get a list of the Independent Study Program courses that I have already completed?FAQ for details)

Compare your list of completed courses to the list of available college credits, found under the “Course Info” tab at www.EM-Study.com to determine your eligible college credits.

Will I receive a 1098 tax form?

No, our program is not required to issue 1098 tax forms because we do not charge “tuition”; we charge a “credit conversion fee”. You may however use your receipt as proof of your credit conversion fee payment, for purposes such as educational expenses. Please consult your personal tax accountant for questions regarding the acceptance of the receipt.

How do I know which semester Frederick Community College (FCC) is currently in? My FCC transcript must reflect a certain semester for my credits to be accepted.

Your transcript from Frederick Community College will reflect the semester at the time credits were purchased, not when the courses were completed.  Review the Frederick Community College website at http://www.frederick.edu/degrees-certificates/emergency-management.aspx?tab=femaconversion  and scroll to the bottom of the page to view semester dates and ordering deadlines prior to placing an order at www.em-study.com/emsfema Students are responsible for reviewing these dates and must allow necessary processing time to receive credits within the desired academic semester (Spring, Summer, Fall). 

Please allow 4 weeks for credits to be posted and transcripts to ship.


Are there any age restrictions on obtaining college credits?

YES. Frederick Community College (FCC) does not award credits to students that are 11 years of age or younger. Also, students that are between the ages of 12 – 16, will need to apply to the Gifted and Talented program at FCC before applying for credit conversion on www.EM-Study.com.

 

 

I'm having technical problems with the website. What should I do?

Does the New York Department of Education still accept these credits?

The FEMA IS course credit conversion process has not changed but the NY DOE requirements have changed for completion dates and semester deadlines.  Please visit the link below and thoroughly review the Terms of Service BEFORE placing your application.
